It's why Torami 6B is so good despite seeming sort of innocuous, because just placing it well puts her in such a good position to either clash or hit air block and guard break. Falling j.B can be the same when they're rising!

It's basically about putting yourself in positions that lead to decision trees with the most amount of favorable outcomes by letting you generate clash advantage or frame advantage
