One of the great things about Canada is how we can move from Saskatchewan to Alberta to Newfoundland to … It is the government‘s responsibility to know these trends (Census) and plan accordingly. Their incompetence is purely their own fault.

You have no oversight because you are bad managers and poor stewards of the public funds. Their Management style is based on incompetence and ideology, when they should be managing the education system to best student outcomes and health to best patient health outcomes. Not profit first.
