Such a thing would be a great idea of everyone's basic needs are met.

In the UK this is not the case and we have a society that fetishises Toil (see William Morris) yet doesn't want to pay for the toil.

People who have the skills to do this skilled job are already often both time and cash poor. They already contribute yet they are expected to do more?

The Big Society nonsense was always built on turning skilled professions into voluntary charities. See Libraries etc.
