Try to manipulate or force people into behavioral changes, and it almost always backfires. Make new things self-evidently more attractive and people will migrate to new habits and think it was their idea.

Among my earliest memories: watching housewives weeping in the aisles at a Staten Island supermarket as the bulletins from Dallas played over the PA. I was 3.5 years old and had never seen grown-ups cry before.

Reminds me of Sen. Proxmire's funny "Golden Fleece Awards" back in the day. He'd pluck some tiny case of dumb spending out of the federal budget, publicize it, and people thought he was some big crusader for government efficiency. He never touched anything that would have made a real difference.
