It didn't help to shift FBI resources to patrols in DC and hunting down immigrants. Maybe more focus on counterterrorism would have helped.

Is it clarifying that the FBI Director reassigned agents to patrol duty and to work on deportation? Maybe this would not have happened if they were focused on counterterrorism.

1920s and 1930s Italians and Germans bought into the ideology. They weren't forced into fascism. The Nazi Party was one of many vying for power; they all had paramilitary forces. The German electorate chose the Nazis over the Communists. There must be sufficient popular support and we can say no.
