Yeah, my best guess would be that this pertains to people who came to the US on a Yugoslav passport at some point so it's quite possible some are refugees from the 1990s.

All jokes aside, this is how any bureaucracy operates: never mind that a country doesn't exist — if a person's last actual citizenship was that of Yugoslavia, in the eyes of Joe ICE, they're Yugoslavs. Would be interesting to know at least some of the actual human stories behind the numbers, though.
