It requires commitment to define it. I know a bunch of designers who would go "that is up for the players to define" or "this is a universal system you can do anything with" and often they have an unexpressed answer anyways.

I think it is a useful question to ask. In designing, in pitching and in playing games. What is the character? seprared from What does the player do in this game? Not sure if the answer always reveals the most interesting parts of a game but it is good to know the answer.
