No, it's not. Federal and State are two separate jurisdictions, each can charge him for the same crime. As could NYC, if they wanted to.

it's not double jeopardy because SCOTUS held long ago that the feds and the states are separate sovereigns, so it's no more double jeopardy than if the U.S. and Australia prosecuted someone for the same crime

So if you're ICE/CPB and shoot someone in the face on camera (he was holding a camera whuch proves body cams ...work or don't? I'm still confused on that argument by Congressional Ds) there's only one sovereign but if you allegedly shot a CEO then dual sovereignty doctrine suddenly exists. Got it.
