My guess is it won't be built, mostly because congress won't approve it. It's bad optics in an election year to spend money on something that has no real purpose.

He wants to build a monument because he wants to leave something after he's gone. He wanted to expand territory by annexing Greenland or Canada, but those efforts have failed.

it really depends on the weight of the paper, if it's good paper I'll use watercolor and ink. I've used those on cheap paper and nothing remains flat.

I can understand gold frames and some molding but the extra bits on the walls look out of place and tacky. not to mention, gold doesn't fit with neoclassical architecture.
