Kilmar Abrego Garcia could sue Noem for defamation. To win, he would need to prove, with clear and convincing evidence, that Noem's statements were not only false but also made with "actual malice." I think those hurdles would be easy to cross; Noem's reckless rhetoric makes it easy.

He can 'order' it all he wants. Trump does not have the legal authority over state election commissions. They don't even have to take him to court. They can just ignore him and force him to demonstrate he has such constitutional authority - which he can't do.
