Here's the plaque in question, if anyone is curious. Newspaper says city council approved it unanimously. Pretty obviously a stretch to get the acronym in there. Extremely weird words for describing a library.

They approved this design to post at the Huntington Beach Public #library, according to local newspapers. See the acronym and the bizarre words they chose along the bottom. Embarrassing.
