So for shitz and giggles, let's say that's the only decrease we get to the mill rate. So 15.52% rather than 15.69% - in real money, that's a "saving" of 63cents a month. But for that saving, I have to spend an extra $6 on bus fare?

There's misinformation here. Deloitte report looked at ALL of his concerns. That recommended AGAINST privatizing asphault. It delivers savings and efficiencies.
