Alison Green at askamanager dot org has some good advice on this! (go to "topics" then "job search: follow up.") the comments there are also quite insightful. basically: no, following up isn't a good idea at the initial application phase, though it might sometimes be a good idea after an interview.

I know many of us are tired, scared & angry. When you can, if you can, channel that into doing what you can to help. Every day it's more clear the only ones who are going to save us ... are us.
