Consider 28 military personnel per sq/mile.

The Rule of Thumb for the ratio of military personnel per 1000 civilians to occupy a territory is 20-30. This comes out to 50 military per 1000 civilians.

There are 1.3 million active United States military personnel, that is all over the world. Let's say Trump recalls them ALL back home.

I have taken just the counties in Southern California, which he seems most interested in, to consider this.

Even within states like Washington and Oregon, the rural areas get mad that their tax dollars are going to fund projects in Portland or Seattle. They have to be constantly reminded that it's the tax revenue from those big cities that fund everything THEY take for granted.

I lived in a couple of red states. A lot of folks there believe they are entitled to those government services and money.

What I heard on multiple occasions was that they were mad that poor black families, Native Americans, Latinos--ya know, brown people--were getting it.
