I'm reminded of when New York called Amazon's bluff on capital flight years ago and it wasn't real. They threaten it as a negotiation tactic but it's rare that they'll change long term plans over it.

You see it so often with surveys that check. They'll ask about support for something named then separately ask about support for something by describing it.

The ACA was a big example of that but it happens across the board.
