In other words, those programs are working just as intended: they are transferring the wealth of the middle class to the upper class and justifying cutting aid to the lower class.

One of my party facts is that according to polls, Americans believe foreign aid is about 25% of the federal budget and on average that it *should* be about 10%.
The actual number is less than 1%.

This is why Congressional Democrats should be breaking down the doors of whatever facility manages payments and seizing control of the federal treasury because people are going to die as a result of the budget they passed and the money they allocated not being distributed according to the law.
