I have had this bilaterally. In one knee, one shot round worked well enough for me to improve muscles and not need another round. The other has arthritis - needs shots once every 6 months. The pain is <10% of what it was. It sounds worse than it is.

Stalls are perfectly normal. You might try changing up your workouts - more cardio, less weights. Not as much muscle building. You need less food as you go along cause you don't have the built-in extra weights to carry around anymore.
