It all makes logical sense if those in charge with have multiple strong (foreign) incentives to weaken the institutions supporting the status quo. The network state gives them another avenue to benefit from the downfall.

I'm assuming the framing is an attempt to give credit to the outgoing administration ("see! We did stuff!") and soft on the current party in power so they don't see it as a confrontation ("maybe if I'm nice they'll be willing to negotiate with me and act in good faith").
