Lower Decks once again does the yeoman's work plugging plot holes created by Voyager. Its S4 finale features Nick Locarno, who manipulates people into joining "Nova Fleet," because he's a pathetic lowlife who peaked in college

Anyway, back to TNG:

Wes and Locarno would have gotten away with it all if it weren't for Picard. Data and Geordi couldn't figure out what happened, but Picard was also a teenage deviant and he can smell bullshit from a parsec away. Wesley Crusher never stood a chance.

While we're on the topic, Admiral Paris has a picture of Tom on his desk.

EXCEPT THIS ISN'T TOM. It's a screencapture Nick Locarno from TNG. This implies that Locarno is the unacknowledged bastard son of Admiral Paris.

That's why Tom Paris never talks about Nick Locarno. I've cracked the case!

For that matter, Locarno and Tom Paris are the same age; they had to have run into each other at some point. Awkward

TO RECAP, for the plot of Voyager to make any sense, it requires the audience to:

• Forget this one TNG episode, so the audience doesn't notice that Nick Locarno is Tom Paris
• Remember this one ep of TNG, because it's important for that Delta Quadrant alien invasion story

Voyager made the bewildering choice to bring back Locarno as "Tom Paris," using the same actor and backstory, but insisting he's a totally different person. When asked why in interviews, the Voyager writers each give a different story, so I assume the true reason is sinister and evil.

This is a morality play about peer pressure. Wes and his Nova Squadron cohort are enthralled by Nick Locarno, a charismatic manipulator, who convinces them to do something wrong by casting it in terms of honor and loyalty

Locarno is a familiar monster, someone we've all met in one guise or another
