I can offer several reasons: 1) Epstein died in custody in 2019 and Maxwell was under indictment: Trump was President. 2) Trump was twice impeached when Biden took office; he was screaming “witchhunts” 3) Merrick Garland was an ultimate coward: he wouldn’t touch the case.
