In 2021, PDVSA released a report saying what it would take to just bring their infrastructure back to normal - $89B. I'm sure that was optimistic and it doesn't include actually modernizing the infrastructure, ports etc. plus military support. These people are idiots.

Despite the fact that the whole thing is unethical/illegal, he's not a popular guy and many of his voters were very against this whole thing. Politically, there's definitely nothing to lose.
