I think the point being made is that SCOTUS doesn't really act as a judicial branch. It just vetoes legislation it doesn't like along partisan lines.

My memory was he was trying to desert to save Rey who otherwise would have followed a beacon straight to them being chased by the first order.

At that point he's concerned about his friend but not the cause.

Imo Poe's arc has problems. He's supposed to be learning to respect orders but IIRC he was right to blow up the ship at the start. If he hadn't the Resistance would have died later.

Similarly at the end he calls off the last ditch attack when as far as anyone knows no help is coming.

Been a while since I saw them but in the second I think it's more about him learning to accept the risks his friends have to run as part of the resistance.

Before he had to learn to risk his lives now he has to learn to accept they want to risk their own lives for a worthwhile cause.

I had quite a few problems with it although I think it's probably the best of the sequels. However it's a hard film to discuss given the rancid response it received on release from so many people.

I prefer TLJ on balance because it's trying to solve the problems created by TFA. Such AS, why is Luke hiding in the middle of nowhere while the First Order is running around?

Although I think TLJ needed some more drafts so I have my problems with it too.

But in general you want to discourage persistent pens or cynical play to prevent people killing the game when it looks like the opposition are going to score a try.

The penalty try threshold is quite high so you can't rely on that to discourage it.

1 is f the others was for persistent scrum penalties and another for cynical play. Given I haven't seen the hand in the ruck I can't comment on the specifics.
