It's "rare" in no small part because everyone has been vaccinated. It'll become a lot less rare if people start getting infected with measles again.

Instead we need *solid infrastructure* that forces compliance
☑️ continuous footway with buildouts & steep ramps
☑️ bollards to reduce sat-nav enabled thru-traffic & prevent pavement parking
☑️ road diets & carriageway narrowing

I'll tell you what is annoying: the 7,500 hit-and-runs by cars recorded annually in London. This trumps my concerns about the sounds made by bikes used by kids who lack access to bikes.
