By design. Good thread. The US is good at criminalizing the poor and then utilizing them for slave labor which is why there is no enforcement for the states that banned forced labor and hesitation on other states doing it.
The United States has 4% of the world's population and 25 percent of the world's prisoners. Our incarceration rate is comparable to Stalin's gulags except our average sentence length is considerably longer.
