This is mostly due to 2 things: opening of subway line, and lack of construction laws. In the 1920's no housing was taller than 10 stories. Between 1900 and 1940 the population doubled (3.5m to 7.5m)

This is why NYC politicians pander so hard. Most of the policies they promise are not under their regulatory or administrative purview. Members of the city council cannot change state housing policy. They can only lobby.

It is a longstanding issue that most policy that effects NYC is set in Albany. Rent control is a good example - only effects the city (+westchester) but all laws enforcing it are state. Albany even passed a law preventing the city from passing more stringent rent laws!
