The plan is right in the bill. It clearly says they can hold back any info that is involved in a current investigation. Just like the investigation trump called for. And expect the investigation to take as long as the audit on his taxes.

Unfortunately the US has a shitty track record for punishing the rich and famous with anything meaningful and let's them off with barely a scolding (compared to a regular Joe like one of us that would have a prison built and dropped on them if we did half of his crimes.)
