MDPAC Statement: On Wednesday 7th May, Manchester DPAC and our supporters attended the DWP’s ‘consultation’ on the Pathways to Work Green Paper – which proposes slashing disability benefits by over £9bn pounds – at the Crowne Plaza Hotel in Manchester. We were not invited. The organisers made very clear to us they did not want us there. We told them that their consultation was a sham. It was not open to all disabled people who are angry about the cuts, and it was slated to only ask attendees about 10 of the 22 proposals in the green paper – leaving us no say over the cuts that will cost lives in our community. By turning up to the consultation unannounced, we forced DWP managers to back down on their ridiculous set up. They tried to lock us out, by putting security on the doors and police in the lobby. We got in anyway. They tried to shut us up by saying they couldn’t talk to us now, but would come back later for a ‘separate’ (meaningless) conversation. We just got louder. Eventually, they agreed that our delegation could join their meeting AND that we could run our own consultation on ALL of the proposed cuts – not the insulting Q&A their politician bosses had sent them to do. We insisted that their staff record the answers of all disabled people – whether from our protest or not – and take these back to their bosses in Westminster. After a heated argument, they agreed. We then spoke to other attendees about how dangerous these cuts are. Unsurprisingly, the other people in the room were as worried and angry as we are. Our action proved that, working together, we can fight our way to the table. We encourage every DPO to show up to their local consultation and demand entry. We have a right to be in every discussion about our lives. We will happily share our experience with you to help your DPO plan this kind of action. The government, and their lackeys, want to shut disabled people out from decisions about us. They keep the venues secret. They turn us away at the door. They have the gall to tell us what can and can’t be discussed. We refuse to have the door slammed in our faces. We will continue to disrupt, take over, or shut down every sham PR exercise by this disablist government until a truly co-produced and democratic process is offered to us. And we reject the cumulative oppression of the Assisted Dying Bill which leaves up prey to euthanasia, The Public Authorities (Fraud, Error and Recovery) Bill which gives DWP powers of arrest and to spy on our bank accounts, the discriminatory Mental Health Bill and the attacks on our Trans members. Using this model, we estimate there will be an additional 250,000 people (including 50,000 children) in relative poverty after housing costs in 2029/30 as a result of modelled changes to social security, compared to the baseline projections. Previous text: The most significant estimated impacts (in 2029/30) come from: a) changes to PIP entitlement rules where we expect 370,000 current recipients to lose entitlement (when they have an award review) and 430,000 future PIP recipients who do not get the PIP they would otherwise have been entitled.. The average loss is £4,500 per year. b) Rebalancing support in Universal Credit to address perverse incentives and encourage more people into work - we expect 2.25m current recipients of UC Health to be impacted by the freeze (average loss of £500 per year - although they will also see a rise in cash terms from the standard allowance) and 730,000 future recipients of UC health (average loss of £3,000 per year). Some 3.9m households not on the UC Health element are expected to gain from the increase in the standard allowance (an average gain of £265 per year). c) Not taking forward the previous Government's changes to the Work Capability Assessment will mean 370,000 people will now be eligible for the new UC health element at £50 per week and will gain £2,600 per year. These do not sum to the overall impact of the package as people can gain from Some measures and lose from others.

"This is a failing GP group which is financially struggling and think they can cut this to save money," said the 36-year-old. "If I was a cisgender woman getting the same hormones it would carry on, transgender people should get the same level of care. "We have to stand up and make it clear that this is unacceptable." Ella Ferrin, a former patient at Jubilee Park who attended the protest, said it was "sad" to see the change in position. "They were very supportive when I first came here and to see them completely 180 on that in the space of a few years is quite upsetting," said the 25-year-old, before suggesting wider hostilities towards transgender people were partially to blame. "I've been so stressed and upset about how I'm going to access healthcare," said Samathy Barratt, 29, who has been receiving oestrogen and testosterone blockers from the practice. "If I weren't to receive testosterone blocking meds I would experience a reversal of the transitioning effects. "That would be devastating for my mental health to be forced to detransition. I'm lucky I haven't had any surgery, if I had there would be significant health risks. Another patient at the practice, Alex Roberts, said they were told they could no longer take testosterone medication after three years of the treatment. "I spent four years on the waiting list. I'm now unable to get my meds for the change that I need," said the 32-year-old. "The impact on mental health is devastating. It would encourage me and other patients to acquire medications through back channels which is not safe." Ms Barratt also suggested she would be forced to get hold of medication by other means. "The only way to access it is privately which is extortionately expensive," she said. "An alternative is buying medications off the internet. "If I have to do that to preserve my mental health and stay alive then I'm going to do that." Sophie England, who organised the protest, said she believed transgender people were "being used as pawns" in a funding dispute between the GP practice and wider NHS.
