So apparently the government is trying to block those aged +60 from study grants/loans. Cancelling any hope of gaining higher education. At the same time they are asking people to work into their 70s.
How will these older workers get retrained if they can't get grants/loans?

Were they just good at bluffing? Most experts talk the talk but the integral parts don't add up. Then it's brushed off with being too advanced a topic to explain.
Just admit you don't know. It's more fun to learn together than trying to confuse us with a bluff.
