it is so embarrassingly, blindingly obvious that the way to prevent people from living on the streets is to *give them housing* and other types of social support, like the physical and mental health care that humans need in order to hold jobs and thus pay for their own housing
Giving people housing and resources always leads to more durable gains in well-being and long-term reductions in houselessness. Always.
But if what you actually care about is hurting people you think of as "undesirables," i guess carceral tactics are pretty much the only way to fly.
