I actually think the first act is a perfectly good self-contained story. My ideal solution might've been to fold "For Good" and Nessa's heel turn into the first movie and then not made a second movie at all.

The troubled Hamtramck, MI, mayoral election was certified today. Adam Alharbi won by only 6 votes, meaning the 37 rejected absentee ballots easily could have changed the outcome. Now we wait to see if the loser will challenge the result. www.votebeat.org/michigan/202...

Turns out the 37 uncounted absentee ballots in Hamtramck were left in an office that was accessed by non-elections personnel—so they're being thrown out.

Ohio wasn't court-ordered, it's just part of state law that the map wasn't good for the whole decade.
