Senate Democrats can't always block things, but they can slow things down. There's never a reason to not bog down the Senate in quorum calls.
Going through yesterdays Congressional to see that Republican Senators are actually suggesting that there "is the absence of a quorum" and that Senators like @warren.senate.gov are doing the work of requesting unanimous consent to rescinding them.
