Insurgency doctrine says avoid pitched battles and don't plan for force-on-force scenarios.
Instead, make every single the enemy does more expensive, risky, time-consuming.

CPB is a private, nonprofit corporation authorized by Congress in the Public Broadcasting Act of 1967. It is NOT subject to Executive Order. Congress can defund it but the president has no power to make them do anything via executive order, especially when it violates their charter.
