Your first sentence contains "the edited video in the Panorama programme was an error which should not have been made by the production company" That seems pretty emphatic about where the blame lies. You assume the production company had full control and the BBC was arms length. That is unlikely.

Do you know for certain the edit was made by the production company because Reform state that the edit was performed by BBC staff? Not the main focus of your post I know but it's important to keep to the facts.
