It’s also an incoherent argument that this is all recent. Venturing, which was called Explorers prior to 1998, and Sea Scouts — both programs in Scouting America —have been coed since 1969.

The more I am reading about this and where it was found, my guess is that it was an artillery round that had been used for decoration around the fort grounds. Most were removed by the 1960s, but looks like they missed one and it had gotten buried.

Modern EOD also isn’t very good at identifying 19th century artillery ordnance, they are going to treat everything as a potential explosive device even if it isn’t actually explosive.
