SEPTA has an efficiency program and its better than DOGE because it seems to work and doesn't involve cutting every contract and re-signing at worse terms a day later when no one's looking

This is just Duffy trying to be tough, of course the bilevel car money has to go back, that's what happens after a failed procurement involving federal money. He isn't leading some charge here, the only reason the money might not go back immediately is if its held up in litigation

By all accounts the bus fleet is fine, SEPTA was told the Proterras were safe because the batteries had been depowered and disconnected, the investigation is ongoing.

Anyway, the bus fleet may have issues because they'll have to run longer because of the funding swap
