since Democrats INSIST that Biden, Obama, Clinton, etc were hamstrung by GOP House & Senate, that the office of the President is simply powerless against the Parliamentarian, you'd think they'd have spent decades building Congressional power & electoral reform to combat Gerrymandering... and yet...
