Got Kokoro TTS working in Unity! My G2P implementation still needs some work, but the voice quality is already quite good for local Text-to-Speech.

Phi-4 ONNX Runtime GenAI worked locally even WITHOUT the Internet! Hopefully, it will work on Android and iOS as well.
