Yes, the Vikings were brutal in a brutal time and a lot of historical revisionism has softened their brutality too much, but referring to the Scandinavians of this age as "settler colonists"

Scandinavia, even under strong, conqueror kings, was fragmented into clans, powerul jarls, and the aforementioned petty kings. These groups had a large amount of autonomy as long as they didn't cause trouble for the king. Harald Fairhair may have united Norway for a time from 872 CE (maybe)

These were a people motivated by wholly different objectives, values, and morals. These are people from a land without centralized power, where petty kings of small domains were the standard. Even later, after kings had united the land into "Norway" or "Denmark," these were highly decentralized
