It "supports" the GBA. There's some nice unique tricks buried in it, like the multiboot packer, but the default hardware library is very incomplete. You can install libtonc as a package, though, and Butano can use Wonderful as an alternative option.

If you'd like to talk to and hear from other GBA developers, I highly recommend checking out the gbadev Discord, where a lot of them hang out. gbadev.net

However, the C++ library Butano has taken the GBA community by storm by offering a higher level of abstraction than Tonc used to, so you might want to check that out: gvaliente.github.io/butano/

First of all, it's devkitARM; devkitPro is the name of the organization, and they like their trademarks adhered to strictly.
Second of all, not exactly? There are alternative options, like my own Wonderful or Xilefian's gba-toolchain, but I'd say most people still use dkA in practice.

I was thinking about this in the context of recent baseless accusations of a game using AI art, where the proof was "I think it looks weird." That's not good enough in the current digital landscape. You have to verify source and context for things that seem unusual

Unfortunately, at this point in time, only direct sales from Germany via the online shop are planned. I am deeply aware that the costs to import one to the USA specifically will be very high and we are open to potential ways to lessen the burden on American buyers.

The repository is not fully up to date with regards to the PCB/shell. Please wait a few more days for more information - I'll keep you updated.
(Also, a regular game's shell won't work - it won't have the necessary port cutouts).
