The infrastructure and the speed limits work towards the same end: slowing down the traffic. Both are important in making that happen.

I love how un car-centric so many northern cities are. I hope to cover this more! And there’s so much good data.

I guess it depends on what ‘useful’ means to you? Does it mean quick, or warm, or “as a whole family”, etc.
