Why? Agile Manifesto is pretty clear that working software that meets immediate customers needs should be shipped. These are requirements, not options.

Diría que es por esto, porque además el cargo va completo a la Seguridad Social y tiene circunstancias especiales (no necesitas un tiempo de cotización mínimo y no hay límite anual).
