A competent parks department would have sent 3 landscapers out in a pickup truck and had the area cleaned up in a weekend. Why are you putting playground equipment in front of a historic building? there's no shortage of space around Please Touch that could have gone instead

Fairmount Park is some grass, trees, and roads owned by the city. It's not a park. The current project in front of Please Touch is the prime example of how we got here: the Parks Dept only does "Projects". They hired a consultant, held neighborhood meetings, crammed in some playground equipment.
