In numerous circumstances, it could be. Similarly to how the Public Order Act already dealt with a number of the claimed wrongs that the Police, Crime Sentencing and Courts Act was said to be targeting. Trying to legislate every single situation in specific terms seems sadly popular recently.

I was a bit behind this morning and on a pre congestion charge I am pretty certain I would have missed my train. Instead I am here 20 minutes early with time to get coffee. Anecdote not evidence, of course. But this is day 1 of the policy existing in term time and it's an excellent start...

In the context of a rising anti-gender movement and growing hostility towards migrants it is fantastic to be with queer academic colleagues to share solidarity and consider both the meanings of these crises and how we might begin to respond to them.
