As the holder of a Classics degree: You're conflating the Roman Republic (~509 BCE to 27 BCE) with the (Western) Roman Empire (27 BCE - 476 CE). The first was a republic with documents amounting to a constitution; the second was an authoritarian dictatorship with some quasi-democratic veneers.
