Just learned about this recent case where a transgender person in Karnataka, India successfully challenged the Registrar to accommodate name and gender changes (not possible by prior law). Progress that I couldn't have imagined decades ago.

Look at how Ms. Tara K explains the need for affirmative action. This tackles gender but as she says, it applies to people marginalised by caste, religion, ethnicity, and other social indicators too (such as race for the West).
Ask when you come across “neutral" policies: who does it benefit?
