In my opinion, the platonic ideal trash system for anything, would be for the price of disposal to be prepaid at the time of production. If you are bringing an object into the world be prepared to take it out.
Once again, switching to a deposit model for tires would eliminate this problem.
1. Charge say $5 extra when the tire is sold. Deposit amount is molded into the tire.
2. When the tire is returned for disposal, you get the $5 back.
No more tire dumping.
