I think part of the confusion with Whole Language/3-Cueing is evidently a significant minority, something like 30-40% of people will probably learn to read semi-competently regardless of how they're taught, so it doesn't look like a total failure even if the other 60-70% are objectively worse off

worst thing is, it wasn't even No Child Left Behind that did this. NCLB was a conservative bill and fell on the side of conservative, old-school curricula, including phonics. 3-cueing was kind of a hippie thing being trialed at expensive private schools (with a lot of support/tutors) at the time

whole point of public education is that you cannot trust that everyone is going to get the absolute fundamental developmentally important functioning-in-society skills, like reading, at home. Kids shouldn't be condemned to lifelong illiteracy or ignorance just because their parents are/were
