This is the Office of Unified Communications (911/311) incident report. There are two address fields, both are required. You can't submit the form without both. city, state, & zip are separate fields below. If there is no unit what do you submit? And why is city and state required for DC incidents?

After this they seemed to have followed me, or happened to drive past me, and the agent yelled out of the window at me to have a great day. Very normal behavior.
