Follow up: apparently Pulse-Eight sells an adapter capable of injecting CEC commands into non-CEC HDMI signals.
This allows to use anything other than a RPi with native CEC support, such as mini PCs, or even Android phones (but you need to daisy-chain a USB-C to HDMI adapter and this CEC injector).

Another option would be a setup similar to mine, with the actual media library on a different device, and whatever is connected to the TV just streams images.
In my case I have Jellyfin, with server-side transcoding before streaming though. Probably YouTube needs some hardware acceleration.

Oh, and the two micro HDMI ports trigger different CEC events, so you can even conceive a multi-screen setup, where on HDMI port 0 your bash script sets up a behavior and you send a media manager in full screen mode, while on HDMI port 1 you display the desktop reacting to different commands.

A Raspberry Pi 4/5 in your case then.
Install your distro of choice, install a CEC client (tv remote controls pi) or server (pi controls tv) and enable overlay FS (mounts / read-only) when the configuration is stable.
Optionally add hdd/microphone/bluetooth/usb kettle controlled by your remote.

Definitely not. TV USBs are 2.0, rated for 500mA in theory (but apparently some can go as low as 100mA, that's one of the reasons why FireTVs, which work at 500mA, are sold with an external power adapter).

You still have to connect the FireTV to the internet, otherwise at startup you need to do 3 more clicks to start Plex from the settings.

Maybe with a solid HDMI CEC configuration, it may become a transparent experience on her side, as everything can be accessed with the original TV remote (sans voice recognition, if you care about that stuff).

The problem with a RPi is SD card corruption (even if overlay FS is enabled) and slow boot up (unless the Android TV images are faster than Raspbian) every time you turn on/off the tv.
The alternative of an always on device does not meet my use case (but maybe does Champie's?)

I got two Amazon Fire TVs, both too recent to be reflashed, and a Rpi 4 which cannot be unplugged safely without a shutdown.

All the devices compatible with Lineage OS are either US-market only, or discontinued.

I've heard only of two success stories, and a few hundreds horror ones.
Apparently Linus Torvalds vibe coded a personal project, and one of my supervisors (who already could pull a bug-free 10k slocs bunny out of his hat overnight) created a node.js frontend for a large research project in two weeks
