hotels saw Uyghur as *potentially* troublesome or likely to get scrutiny from the police, and so enforced an (illegal under formal Chinese law) program of discrimination against them

though bear in mind that the de facto ban on Uyghur *leaving* Xinjiang is a post-2014 top down thing - migrants were rounded up en masse and shipped back to the province, the Uyghur vendors once a common sight elsewhere entirely disappeared. but before that it was a *grassroots* ban
